I use vim in Win95 (also available for Unix / Linux) which can colour code
the syntax of several languages including PHP and HTML. Its a pure text
editor. I also use Evrsoft's 1st Page 2000 which is mainly a text editor,
but colour codes HTML, and has useful HTML reference material, and a
preview screen. Both are free.

Why not install a web server and try them yourself? Although I publish on a
Linux box, I have Xitami+PHP running on my own box.
