23rd August would be PHP 5.1.6.
It sounds like that 5_2 relative include bug's hurting you (http://bugs.php.net/bug.php?id=41193). Does that make sense - do you use __autoload() or MVC alongside relative paths?
(If so would you care to add your voice to that report?)
That means 5.1.6 is actually the last version we can be 100% confident about for win98 users. The bug's not fixed in 5.2.3 and YMMV with PHP CLI after 5.2.1 anyway.
Unfortunately the 5.1.6 binary is also missing from the vaults: http://devzone.zend.com/article/2163-Zend-Weekly-Summaries-Issue-340#Heading6
although the source is available there.
Not sure what to advise you at this point :-(

Steph - The old directory has a php5ts.dll dated 8/23/06. I double-checked the times against the new install, and the old one is definitely faster - with or without firewall, etc. running.
