http://bugs.php.net/bug.php?id=21927 - after some digging on bugs.php.net it appears that the cli is still 95/98 safe (cgi is not)
You dug a bit too far - support for win98 was dropped in January 2007, that report dates from 2004 (when win95 support was dropped). I don't know what the impact is on CLI now. It needs testing.
are we sure the slowness is relative includes? I didn't do any hard benchmarking, just counting seconds to start up between my php-gtk2 apps and the demo.
That bug report and explanation earlier includes proper benchmarking, including a simple script to run with xdebug. Yes we're sure.
I probably should do a non zts build because it will be
faster and the cli doesn't have thread issues anyway...
Non-ZTS would definitely be better, and NTS PECL binaries are available since 5.2.1 (although missing from the museum). Once they're gone from the download page it seems you're stuck with

I just found 5.1.6 binaries in there by the way, I'm sure I'm losing it. Either that or someone's playing mind-games with me! That's the third time I've checked for those..!

ps I still don't know what to advise Madeleine. All things being equal I'd say 5.2.0 but it's actually more problematic than 5.1.6. And we _might_ find out next week that 5.2.4 works perfectly for her anyway!
