Yes.
One possible solution would be to write an RFC about how you would like
PEAR to be regulated.
At the PEAR meeting I hope to get a good number of PEAR people together
so we can then talk about all the recent ideas that have popped up. The
PEAR meeting will be held in Amsterdam as you know but will be
broadcasted to that people can participate via IRC.
