I am not worried about too many RFC's.
So far it does not seem like people are writing RFC's like mad.
I think a few properly written RFC's will be a great basis to get a
discussion started.
Also I think this would be a good way for people that are not yet "core"
PEAR people and that therefore might be hit with the moderation if
things become too crowded to participate in the discussion.
