At the PEAR meeting I hope to get a good number of PEAR people together
so we can then talk about all the recent ideas that have popped up. The
PEAR meeting will be held in Amsterdam as you know but will be
broadcasted to that people can participate via IRC.
I know that this sounds a bit rude, but what do you think of making the
IRC channel invite-only? This way we can concentrate on the essential
things like Christian's PFC suggestion.

I agree. I think we should try and limit the active participants in the PEAR meeting. I've already set the limit for physical attendees to 15 (I simply do not have more space in the meeting room) and I also think it's a good idea to limit the attendees joining via IRC or vidconf to make decision making easier. On the PEAR-DEV list everybody can give their opinion, but when decisions have to be made then it's simply not viable to do it with 30 people or more. I'm all for a small group of active PEAR developers being in this meeting. I trust the main PEAR developers enough to let them make some important decisions.
BTW: Those who will participate in the meeting should prepare themselves well in advance, because they'll only have a few hours together, which isn't a lot of time really.
