From my experience File_CSV works _much_ better than fgetcsv.
When fgetcsv usually just dumps core with badly formatted
csv files File_CSV informs you what is wrong. I have had
a few projects which have involved parsing CSV files and
got frustrated with fgetcsv.
Other features File_CSV has which fgetcsv can not do:
* CSV format autodetection
* CSV file error detection
* It handles quoted multiline fields
So I would not say File_CSV is redundant :)
