Unfortunatley this is very much not true. How many undocumented packages exist in PEAR? How many packages have half-assed their way through the docs that do exist and thus are useless anyhow? PEAR is the largest undocumented repository I have ever heard of.
Granted, some of who do write docs are very good at it. Unfortunatley they are a minority.
I'm not trying to rip on Stephen here, I'm just hoping that some day PEAR might set a standard for itself in practice rather then just on paper.
