If you look at the avail file in cvs.php.net's CVSROOT you'll find some
avail lines near the end of the file for handling access to a portion of
PDO that was written by IBM folks. If you move these lines up to the
beginning of the file, suddenly everybody can commit to the previously
protected files. (Written from the top of my head, so I may be wrong.)
