Order is important, but it is not the reason not to touch this order.
That's the point.
In this particular case of yours:
MJ> If you look at the avail file in cvs.php.net's CVSROOT you'll find some

---["these lines"]---
# DB2, SDO and PDO_ODBC have tighter restrictions, so that IBM are not overly
# legally encumbered. If you have contributions for these two extensions,
# please contact the lead developers. This is a temporary measure until
# we can put in place a more general process.
unavail||pecl/ibm_db2,pecl/pdo_odbc,php-src/ext/pdo_odbc,pecl/sdo
avail|dbs,skoduru|pecl/ibm_db2
avail|wez,dbs|pecl/pdo_odbc,php-src/ext/pdo_odbc
avail|gcc,cem,mfp,ansriniv|pecl/sdo
---------------------
If you move these lines up to the beginning of the file - suddenly
only these people can commit to the previously commited file - not
_everybody_:
# But members of the PHP Group get access to everything.
avail|andi,andrei,jimw,rasmus,rubys,sas,ssb,thies,zeev,shane
# The PHP Developers have full access to the full source trees for
# PHP and PEAR, as well as the documentation.
avail|rolland, ... ,nrathna|phpfi, ... ,php-src,pecl, ...
# access to the newly cut pecl website etc
avail|dufuz,pajoye,wez,pollita,tal,cox,mj,helly,john,iliaa,edink,jan,derick,jon,cellog|peclweb,pecl
# General pecl
avail|csilles,t2k269,jhannus,moriyoshi,spankin,pqf,lebsack,acmurthy,markus|pecl
