1.) I can't use any name with _CVS_ in it due to the PEAR CS and the fact that you can't create or check in directories named "CVS" into a CVS repository. I'm open to suggestions, but for now I'm keeping it as File_Avail.

Good point, I overlooked that. Maybe File_CVSAvail? Unless you want to take 5 minutes typing File_ConcurrentVersionsSystem_Avail ;-)

Worst case you can use installer magic to rename the directory to cvs ;) It's all possible, but would make development a big headache :)
Bah, call it File_Avail_CVS
Ok, we can go that direction too ;-) But in that case, the "Avail" is a bit of a waste of hierarchy IMO. Why not have something like File_AccessList_CVS or File_Permissions_CVS, which would allow to reuse the File_AccessList_ or File_Permissions_ "path" for other packages managing file-based access lists.
Why wouldn't the package fit in this category? http://pear.php.net/packages.php?catpid=40&catname=Version%20Control Something like VersionControl_Avail Scott Mattocks
