Here is something I built for the cocoa developers community a few years ago:

of mailing lists made with PHP,
MySQL and Mnogosearch and a few extensions (mailparse, mnogosearch and imap). It
uses lots of PEAR packages like HTML_QuickForm, HTML_Table, Calendar,
Image_Text, Pager, HTML_Template_Sigma and a hacked version of the Ismo
framework. It was built in a about week.
It doesn't have the 'Rate this post' ajax stuff from Google, but it has the RSS
feeds :p
A mix of a mailing list and a forum would indeed be interesting IMO.
