Ouch, that is not normal. I run go-pear behind the same kind of firewall. I
introduced changes for in go-pear last year because i had the problems you
had.
Go-pear.bat asks for the proxy. One thing that should be added to it though
is that it does not tell the exact format.
you need to enter http://user:password@proxy.myhost.com:port
and the script will honor it so you don't need to to punch a hole in your
firewall. I'll file a bug report for that to be added to the script.

Reading your other post do a
pear config-show
it will tell you where the files get installed. Look for PEAR_Directory.
Sometimes it happens that the configuration gets losts, if this is the case
you will have to do a
pear config-set
