I have now hacked the procedure win32DetectPHPSAPI so that it returns 'cli'
unconditionally, and does not call 'exec'. I also hacked the determination
of the temporary directory, so that it uses C:\TEMP unconditionally. In this
way I concocted a version which appears to have worked.
[C:\TEMP isn't a good idea. Most of its contents had vanished irrecoverably
after execution.]
I then had to hack pear.bat, REMming out the 'IF EXISTS...' statements,
which behave as if the said directories don't exist.
This isn't red-hot, you know.
