As of htscanner for 5.3 (5.2's versions are available at www.php.net/~pierre), I would suggest to use .user.ini instead, which allows per directory configuration as well. But I can build them next week. Netools is a dead cow, I'm not sure it even compiles with any recent version of PHP, 5.2 or 5.3.
