I was going to say read through
http://docs.php.net/manual/en/install.windows.building.php
and
https://wiki.php.net/internals/windows/stepbystepbuild.
But I just realized that one of the required elements for building PHP
on Windows is no longer available due to the wiki server crash. Namely
http://pecl2.php.net/downloads/php-windows-builds/php-libs/binary-tools.zip
At this stage, you are going to have to rely on a third party to build
the extensions for you.
Personally, try and get your IIS working with V5.3. You can use the
Web Platform Installer to install PHP very easily. Once you've got
that, then I can try and build the extensions. If they build and have
tests which pass, then I can easily supply them. If they fail to build
due to needing external libraries, then I'm not in a position (time
constraints) to really spend any more time on that extension.
As it stands at the moment, someone wanting to build PHP for Windows
would not be able to do so without the required win32 build libraries
and tools.
