I had a similar problem with personal oracle, apache, and Win98. My guess
is that the php_oci8.dll gets loaded via the "extension" directive
regardless of whether the script uses it or not. On win98 the php_oci8.dll
needs to load the oracle oci.dll that is in the .../oracle/bin directory.
When I did not have .../oracle/bin in my path the browser would hang.
