Yes, but an ORACLE_HOME *must* be defined on the client machine. It must
point to a dir that is NOT a network drive. Same thing for your
TNSNAMES.ORA file. The ORACLE_HOME var on a server is different. You need
one for both and you need to define it in your httpd.conf file as:
SetEnv TNS_ADMIN "D:\ora816\network\admin"
SetEnv ORACLE_HOME "D:\ora816"
[in my case D: is a local drive; if it was a network drive, it won't
work].
