This bug has been fixed in CVS.

In case this was a PHP problem, snapshots of the sources are packaged
every three hours; this change will be in the next snapshot. You can
grab the snapshot at http://snaps.php.net/.
 
In case this was a documentation problem, the fix will show up soon at
http://www.php.net/manual/.

In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites in short time.

This bug persists. I am suffering from it on two linux systems, both
with Apache 1.3.27 and PHP 4.3.0. Both have 2.4 kernels.

I use open_basedir in virtualhosts. I used to simply NOT define it for
virtual hosts that shouldn't have it, but that resulted in these
errors. Now I use:

php_admin_value open_basedir none

And the effect is the same: some threads get confused and give
open_basedir errors. Reloading the page until you hit a non-confused
thread solves the issue. Not sure if that's a freshly started thread,
or just one that was started with as first request the virtual host
one's trying to see now.

I think it's about time this one is dealt with. It has been open for 8
months now! PHP developers, PLEASE!!!

PHP 4.3.2RC3 appears to have fixed the problem on my system:
Apache 1.3.27
FreeBSD 4.6
