Yes, having a php-qa list would be really good if enough people join in.
There are no hard dates for RCs, but we generally make an incremental
release when the NEWS entries get over a page long. :)
As far as bugs, sometimes bug numbers are mentioned in the NEWS and
ChangeLog files, but you could keep a track of bug closings that are
mailed to php-dev list.
