http://pecl.php.net/package/docblock exists. I
never used it, but either
it is completely unknown or doesn't bring benefits over a userspace
implementation (typical trade-offs: A C implementation is harder to
maintain for developers and harder to install for users, while the PHP
implementation is slower)
