I have thought of a couple of more plans to implement automatic
redirection yesterday. But, what you say makes more sense. We should
first deploy a version which will just bring the closest mirror on top
of the list and do other such small things. This will test the
deployment perfectly. Once we are sure everything is working fine, then
we can look at the more complex solutions.

Speed should not be an issue, since it is an open database. We can
actually dump the entire CSV file provided at ip-to-country into a db3 /
db3 / cdb / mysql database. Once we properly index the database we
should get blazing speeds for each query.
We are already using ip-to-country on every page of our website -
www.directi.com - to show our "currently serving" statistics table on
the left hand side bar of the site. This shows the visitors country flag
and statistics about our customers and resellers in that country. We are
using an indexed mysql database. We have absolutely no speed issues.
