I assume the ranges are "in order" which would make two rows after eachother with the same country useless. I suppose this is going to be ran on mirrors and thus, MySQL isn't available but if it is it could possibly be more efficent than storing the data in a textfile or in PHP. I actually started a website with such a database just a few days ago: http://www.ip2nation.com/ I haven't followed this discussion so I don't know if these issues has already been discussed.
