The Perl foundation does something like that, mostly through grants
(http://www.perl-foundation.org/index.cgi?page=grants) if I'm not mistaken.
Besides the point of having some kind of grant/prize/whatever as a monetary
reward, I think the original idea of having a voting list for requesting
packages shouldn't be to diffcult to implement, is it?
