It is definitely not as easy as that.
This needs to be carefully setup. Someone needs to handle this with a
lot of care. It is important if there are differences about who should
get what money that things are handled smoothly.
This is a thing that needs to be addressed on a larger scale if we are
to do this. To have the volume worth going into such a thing it should
be for all of PHP and therefore if there is interest from the PEAR side
in doing this (and people actually willing to step up) then this should
be proposed to the php-dev list in a thought out manner.
I have always thought it would be great for PHP if there would be a
foundation to which people could sponsor directly or indirectly by
sponsoring certain developments. This could greatly help out QA for
example.
But I certainly dont have the time to do this myself
