Well if:
1) you can pay the entire effort on your own
2) know the right person to higher
3) and are able to calculate the risk of your investment yourself
then there is really nothing wrong with how things are today.
But if
1) you can't pay for the entire effort
2) don't know who will reliably solve your issue
3) are unable to calculate the risk
then a system where you can bundle your effort, that will hold the money
until the first person that offers a solution can claim the money and
that will act as a meditator in case of differences.
Of course this means that someone needs to spend time on this, so there
will have to be transaction costs.
