Trying to translate the good intentions into something concrete, we might agree on using PHPUnit for all testing. I'm not saying anyone should be forced to make unit tests for existing or proposed packages, just that it would be a good thing to encourage doing it, and using the existing infrastructure (PHPUnit) for it.
