Exactly. The problem is not that we lack technical competence. The problem
is that PEAR focused on building technical foundations and totally ignored
build up a working community process. This of course is just as hard to fix
as technical mistakes.
I see a clean slate as a place where we can redefine our community process.
The fact that there is a PHP5, which addresses a lot of the limitations of
PHP which we have to live with currently, is just another reason on top.
