To me it's the lesser evil often. Also contrary to popular believe regulations to not prevent the application of common sense .. but this only works with a proper community process or things deteriorade .. Anyways yes we should aim at making as much of the issues measureable. But anyways I think I am doing useless rambling, because I don't feel that its really possible to restructure a large project as PEAR has already become so late in the game. Especially since PEAR is not utter crap :-) I just feel that its slightly broken and the crack will widen over time. Regards, Lukas
