I'm not so sure about that. The header at the top of the file says:
Copyright (c) 1997-2003 The PHP Group
While you may retain the copyright on the original work, that you no
longer retain copyright control over the version released under the PHP
License.
Further, read the PHP License at http://www.php.net/license/3_0.txt says
Copyright (c) 1999 - 2004 The PHP Group. All rights reserved.
and then outlines how the contents may be utilized, distributed, etc.
