I'm willing to wager two beers[1] that the copyright notice is about the
code and not the license itself.
[1] I'll (expect|provide) good beer too, like Weihenstephan or something.

No signatures needed and it's not a matter of ownership, per se. Just
releasing it under the license is consent.
Let's use a CVS analogy to convey my understanding of what happens in
these situations. While you would control HEAD, the code you release
under a given license becomes a branch over which you have no legal
control -- unless the license says otherwise, of course.
