In the case of functions in our package that are not part of a class,
it's because we don't expect anyone to need to override functionality
implemented by those functions. Their functionality doesn't really fit
an OO model because they don't operate on the internal state of objects.
Take a look at Consumer.php, SQLStore.php, and other files to get a
general idea of the OO techniques we've employed where they made sense.

Using functions rather than classes is the right choice for the reasons
I stated above. In particular, since they don't operate on objects' data,
their use is clear.
