I added support for some more languages, at least for the Windows
AppData directory.
What would help is if people could tell me if the "Documents" and
"Desktop" directory (below the home dir) are named "Documents" and
"Desktop" between the languages (so that the directory is
language-independent named).

Scott Mattocks had the same wish, and I implemented
System_Folders_Cached now. It allows you to save and load the folder
settings to/from an ini file.

Is basically implemented, just waiting for some answers regarding the
user name.
