I would like to suggest something about the credits listing: Since you've decided to sort in categories what about using a group email/link instead of an email/link for every one, e.g: authors@php.net http://authors.php.net editors@php.net http://editors.php.net techeditors@php.net http://techeditors.php.net etc, so you can put only names in credits page and you can then put more information about everyone in their group page. Another thing I would like to ask about, I noticed that notes are considered a part of the manual.. is it ok to translate them too?
