Contribution listing as a high-school popularity contest, with the "cool people" doing the voting??? This strikes me as a possible disincentive, politicizing a task.
Replying to myself is bad form, but: If being listed on the front page is a social/economic reward *and* A limited number of front-line-authors increases the value of being listed *and* Those being listed are voting on any additional listings.... ....What is the incentive to add anyone else? Could, perhaps, a system be established where the same people are listed on the front page for years and years, regardless of their current activity?
