It should work IMHO. In case of manual.xml using
external parsed entities, it is not a problem for those
entities [external files] to be in a different encoding.
The problem only seems to arise when we use internal
entities [the snippets]. If those snippets are in a
compatible encoding with the English files, then it
should probably work [needs to be tested of course ;)]
