I don't think so, seems to be a browser specific issue.
Konqueror had no probs to recognize the right encoding automatically,
regardless if http-equiv is given or not.
Mozialla 1.3 does not, regardless if http-equiv is given or not.
So I think http-equiv is not the prob.

The mysql file have no http-equiv, all other files have.
