Does make test_man_gen has those errors? Yes. But an (ugly) solution could be to convert the files just before processing them with xsltproc/after make test_man_gen. Maybe someone of the he-group should test which enconding works with xsltproc and make test. The better soultion might be to switch to xmllint, that works fine with the changed entity files.
