To make the whole story short:
Support for xsl generated he lang:
0.) iconv he entity files (languge-x.ent). make test(_man_gen) will fail with
errors, possible (ugly) solution: process the files after make test_xx has
run, better solution: switch to xmllint.
1.) he lang needs encoding 1255 as it's aequivalent to iso-8859-8-i
2.) for the downloadable manual the files need only <meta charset="encoding">
3.) phpweb is a different thing, thats done by headers afaik.
0.) needs some testing
1.) is easy to fix by patching configure.in
2.) and 3.) needs more work, by someone of the xsl-guys
My suggestion:
- We change dafault encoding for he to windows-1255
- Someone familiar with the xslt-stuff has to ensure, that only
<meta charset="encoding"> is used.
- on the short/long run we should switch to xmllint for 'make test'
