Well, luckily in most cases in most cases developer and maintainer
actually *are* identical. Ulf Wendel´s packages are an exception here.
Nevertheless, if we make that distinction that would mean:
(developer != maintainer) == (maintainer == meaningless)
..which would lead to:
PEAR == chaos
