The dicussion about the package name etc. will stay here on the mailing list: Step 1) $USER fills out the proposal form on pear.php.net Step 2) $SYSTEM sends a mail to pear-dev describing $USER's proposal Step 3) $DEVELOPERS start to discuss about the package by responding to the mail. (Step 3 may repeat n times.) Step 5) $DEVELOPERS give their votes on pear.php.net Step 6) After a definied period of time $SYSTEM will evaluate the voting. Step 7a) It the proposal has been accepted, $SYSTEM will open a website account for $USER and will register the new package.
