Actually, that's quite easy to do, by having a restricted mailing list for a
specific purpose of reviewing packages. This list would be avaliable only to
a select group of people, who can make such decisions. Ultimately, I think we
do want to allow anyone to voice an opinion on the package, but the actual
+1/0/-1/etc... should be restricted.
