We will end in a mixed system. Proposal will be public and will be
made at the pear mailling lists. Once "n" time is over, a votation
will be openened where only PEAR developers could vote and a clear and
unique answer will happend then.
The public discussion is the only way, one have many times for making
and idea of what you should vote.
Most packages which are out of an "alpha quality" state, have doc and
don't conflict with other are accepted, so expect that some packages
get directly accepted without incurring in such "beaurocracy". But
with such system, we will ensure that all proposals gets reviewed and
a clear answer is given (like in your case).
We can not loose a nice package or a good developer, just because one
don't know certain technology or one just don't care on its
features/usages.

Yes, we started already with the idea and I hope the system will be up
