If a package is sufficiently interesting it will almost always generate
sufficient votes.

Public 'votes' are not votes per say, but commentary that ideally would help
developers make their decisions. As far actual votes that determine package's
future that would be up to PEAR-DEV/GROUP as we've already agreed :).
