I tend to agree to that. Whilst it is great that all of you are
interested to "normalize" PEAR, we should at the same time take care
that we do not end up with a bunch of complicated rules, making it
extremely hard for new contributors.
To be concrete: Having a secondary maintainer is great, but we shouldn't
settle with rules like "If someone does not respond within two weeks,
someone else will do what he likes with his code."
I instead suggest to let the PEAR Group decide as the case arises what
to do, if there is no secondary maintainer and if the primary maintainer
does not respond to mails for a long period of time. ("Long" is not
bound to any concrete value.)
