That is a good idea. The system created by Stig to pear.php.net has
most of this things: HTTP auth and access to the user properties with a
DB_storage object. We have also the Auth class from Martin, therefore
mix both things doesn't seem to be very difficult.
We could get something like:

if (!$user->req_auth('admin')) {
die();
}
echo "Hello " . $user->name;
$user->remove();
?>
I can see some problems like how to handle user dependencies with other
tables or how to implement ACLs.
