Am I correct in understanding that all code needs to be completed before a package is proposed? Rather then propose and then develop?

Just a question... Why offsetting votes? Seems like that would distort a majority voteing system. - Stan Pear Group wrote:From: PEAR Group [mailto:pear-group@php.net] Sent: Thursday, September 04, 2003 3:36 PMWith the recent confusion about how package proposals should behandledand the increasing amount of package proposals and members in the PEAR community (which is a good thing[tm]), we found it necessary toclarifyand update some of the regulations. You will find our results attached to this mail. The PEAR Group voted on this decision as follows: _ yes (+1), _ no (-1), _ abstention (0)Of course we forgot to insert the actual results of the vote. Here they are: 7 yes (+1), 0 no (-1), 1 abstention (+0) PS: just to clarify .. Stig will mostly be a silent member, so his vote will be listed as abstention per the PEAR Group internal voting rules
