That's what it is for. But do you check your package.xml every time you
commit changes that could matter? I'm doing the developement and short
before release, I fix the package.xml only for that reason. I guess that
many developers handle it like this. Am I wrong?

During developement I'm never building the package. I have my code in
place and check the results directly without any packaging.
