Sorry, I was thinking that PAL would be more like PEAR (i.e. it would have it's own packages). Obviously the installer, etc from PEAR can be used. That way PAL can have other frameworks in it (e.g. Horde, etc).
So for example I would simply say:
#> pal install MVCnPHP
...or something like that.
