It does, with the following provisos (my personal interpretation):
- PEAR ain't extensions (PECL)
- PEAR ain't applications (Horde)
- PEAR ain't a repository (PHP Classes, Hotscripts), but a consistent
component library

From the above it derives that a framework probably does not belong in PEAR.
